Dear Mr. Chanrand.

In response to your June 8th correspondence, I would like to express my deep
disappointment that the DMHC refuses to respond to these discriminatory complaints
concerning the most ill and vulnerable Kaiser patients.

1) Humane treatment. ( mental and physical abuse by Kaiser staff)
2) Ombudsman's inability to differentiate between legitimate and false legal
     documents
3) Enlisting organs from ineligible cancer patients for donation.
4) Inappropriately promoting hospice care.
5) Placing cancer patients on a low priority for blood transfusions

The excuse, "DMHC records indicate no systemic violations on these issues, " is
shocking!

Please note 1 violation is ONE TOO MANY!!  And 1 death is ONE TOO MANY!!
Identifying "systemic problems" as a prerequisite to take action and correct issues is not
mentioned on your web site or Consumer complaint Form! Also,. DMHC never listed
this excuse in the several form letters as well as in correspondence from various DMHC
Executives in response to complaints. In fact, as recently as 3/6106, the enclosed
correspondence by John Boskovich Esq., demonstrates that yet another excuse was used!

As explained in my enclosed May 3rd correspondence, as well as noted, in several LA
Times and two San Frencisco Business Times articles, concerning Kaiser Kidney
transplants, these extremely ill patients and their families are shocked, exhausted, dazed
and focused on caring for their loved one undergoning treatment) and are easily
manipulated by Kaiser Social Services and Ombudsman into accepting less effective
(cheaper) types of treatment.

It should be noted that the LA Times, not the DMHC, discovered the horrific problem
with Kaiser's Kidney patients! This clearly demonstrates that DMHC's system of
"locating systemic violations" is not effective.

By using "no systemic problems," as an excuse to refuse to respond to these issues,
DMHC has clearly demonstrated that "dedication in ensuring that California's health
care system is responsive to all patients, " is not a priority!

DMHC would best save Californian's by correcting these (5) life threatening issues
instead of thinking of new and unique excuses why they continue to allow people to
needlessly suffer and die.
