Robyn Libitsky was a Kaiser Patient.  The Kaiser system and The Permanente Physicians let her down and delayed diagnosis even though she and her family begged Kaiser Permanente physicians for help.  They denied her treatment until it was much too late to save her life.  They were cruel in how they notified the family of her passing which resulted from medically negligent conduct.

Kaiser and The Permanente Physicians were found at fault in a court of law and by The California Medical Board.  Kaiser and The Permanente also tried to cover up what they did and tried to get the California Medical Board to not report the physicians conduct to the public as they must according to law.

The state medical board's financial support is entirely through physician license renewal.  Only when legislators change funding or strengthen and enforce regulaton will the board's priority of protecting physicians change to enduring patient safety.

The Los Angeles Times covered this story and the systemic Kaiser system problem of delaying diagnosis and providing inadquate treatment.  In short often just letting patients die without telling them that they could be helped.

Simi Valley woman wants daughter’s doctors publicy named for misdiagnoses

In 2002, her daughter Robyn Libitsky was granted an arbitration award of nearly $1 million after suing Kaiser Foundation Health Plan and several of its doctors because they misdiagnosed her medical condition.
Ever since, Levy has been on a crusade to have the Medical Board of California note on its website every Kaiser doctor named in the arbitration award. They did so for only one of the doctors named in the document.  Read more:

Mrs. Levy later had retaliatory action publicly made against her by someone in The Los Angeles County Board of Supervisors because she was singled out and banned from speaking in this public meeting for a period of three months.  Other members of the public were not banned and were allowed to continually participate.  Mrs. Levy took this issue to the Los Angeles District Attorney's Office - Bureau of Fraud and Corruption Prosecutions Public Integrity Division. The attached letter states that this action was not made in the spirit of the Brown Act and the ordinance has since been modified although the Board of Supervisiors have yet to make the correction to their web site.  Please view the letter at:

Directive from Robyn Libitsky stating that no one could use her organs for transplant at any time nor could anyone over ride her decision.  Copy of Medical Record where Dr. Shahab Attarchi of Kaiser Permanente attempted to coerice Hillarie, Robyn's mother into having her daughter's corneas removed in violation of Health and Safety Code and policy violation of the organ procurement agency.  This was out of line behavior.  This was dangerous and could have made another person seriously ill.

Health and Safety Code 7154(b) prohibits the attending physician, etc., from participating in organ donations.  However, the Kaiser physician did just that and no government agency in California cares.  Kaiser doctor Shabab Attarchi, the attending physician didn't seem to care that in violation of the law he was trying to get the patients corneas.  He also didn't care that because the patients bone marrow was involved the corneas were considered unsafe for transplanting into another person.  When Medicare is guaranteeing the bill will be paid, I guess that Kaiser doesn't care about much of anything except getting their check in the mail.
